Der Sozialfonds Dr. Biroll-Schulthess der Stadt Altstätten bezweckt die Unterstützung von sozial Schwachen der Stadt Altstätten, wenn die Sozialhilfe nicht gewährt werden kann, eine Not- oder Überbrückungshilfe aber sinnvoll erscheint.
